Why Ford Island Needs a Tour or the Free Shuttle

Ford Island is an active military base in the middle of the harbor. Taxis and ride-shares cannot drop off at the Missouri or the Aviation Museum, and the bridge is for military personnel only, so independent visitors queue for the free shuttle from the visitor center. The shuttle runs every 15 to 20 minutes from 8 am, the shuttle adds roughly an extra hour of transport to a day, and staff may ask for a government photo ID, with international visitors carrying a passport.

Photography on the shuttle is not allowed. Once there, the Missouri says most people spend 1 to 2 hours aboard the 887-foot battleship where the Japanese surrender was signed on September 2, 1945, and 2 to 3 hours is the allowance for the Aviation Museum for its hangars and more than 50 aircraft. Stack those times together with the Arizona program and you see why the full days run 9.5 to 10 hours door to door.

A Different Kind of Day

The Pearl Harbor, Dole and Polynesian Center Day Tour is not a deep Pearl Harbor day. Pearl Harbor is one of three stops, alongside the Dole Plantation and the Polynesian Cultural Center, in a 9 to 10 hour day capped at 15 guests in a luxury van at $199.99. The listing says advance Arizona Memorial passes are subject to availability and cannot be guaranteed, and if they are unavailable you may join the National Park Service standby line, where admission is again not guaranteed.

Time at the memorial is shorter than on the Pearl Harbor-only tours. Choose it if Dole Plantation and the Polynesian Cultural Center matter as much as the memorial, not if the Arizona is the whole point.

How the Free Arizona Memorial Tickets Work

The National Park Service collects no fee for the Arizona program. Everything runs through Recreation.gov, and the fine print matters more than any tour price. The full rules are on Pearl Harbor tickets.

Reservations, Fees and the Standby Line

The USS Arizona Memorial program is free, but it is reserved only through Recreation.gov, which charges a $1 non-refundable fee per ticket. Tickets are released daily at 3 pm Hawaii time in two windows, 24 hours ahead and 8 weeks ahead. One booking covers up to 10 tickets per day on the main program page, though an older National Park Service page puts the limit at 5 per reservation, so check the cap when you book.

Everyone needs a ticket, infants included, because Navy and Coast Guard boat rules count every person. Reservations are final: no refunds, no changes, and a changed plan means a new booking. Miss the slot and you go to the standby line.

Standby works by text callback from tablets near the Audio Tour booth, it can take several hours on a busy day, and in spring break, summer and holidays a seat may not be offered at all. Same-day in-person ticket handout is discontinued. Note that tickets bought through Groupon or Go Oahu cards are not valid.

On the Day, and When the Wind Blows

Arrive at the park at least 1 hour before your program and check in at the Ticket Validation Desk 10 minutes before the ticket time, because the time on the ticket is when the boat leaves the dock. The 23-minute film plays in the theater, then the Navy boat runs every 15 minutes from 8 am, with the last departure at 3:30 pm. There are no restrooms on the boats or on the memorial, and strollers stay behind in the pre-boarding area, so bring a baby carrier.

The catch is the weather: the US Navy decides whether the boats run, and high winds can suspend the rides. On the tours, the E Noa Salute to Pearl Harbor listing states that in that case you still get the film, exhibits, Visitor Center and park monuments, with no refund. The Small-Group Arizona and Missouri listing states plainly that Arizona Memorial tickets are not guaranteed.

Any listing promising guaranteed access should be read with that in mind, because no operator runs the boats.

What a Tour Adds to a Free Ticket

Strip away the ticket and a tour sells three things. First the drive: Pearl Harbor is about 45 minutes from Waikiki through Honolulu traffic, and parking costs $7 a day by credit card while TheBus takes longer on routes 20 and 42 with a $3.00 fare. Second, a held time slot, arranged by the operator, so you do not compete for the 3 pm release windows or a standby number.

Third, hotel pickup and a vehicle waiting when you come off the boat. For a solo traveler with a phone and a free morning, booking the $1 ticket yourself is perfectly workable. For a family on a short trip, the $51 to $69 half days buy the two things that are hardest to arrange, the ride and the slot.

The Sites at Pearl Harbor and in Honolulu

The USS Arizona Memorial, the visitor center museums and the USS Bowfin all sit around the Pearl Harbor Visitor Center, which is free to enter. The Battleship Missouri and the Pearl Harbor Aviation Museum stand on Ford Island, a secured base reached only by a free shuttle from the visitor center. Each site is placed on the Pearl Harbor map, and the USS Arizona Memorial and Battleship Missouri have their own pages.

USS Arizona Memorial

The 184-foot white memorial by architect Alfred Preis was dedicated on May 30, 1962 and spans the mid-portion of the sunken battleship. The free program lasts about 45 minutes, with 10 to 15 minutes on the memorial itself, and boats run every 15 minutes. The 1,177 crewmen lost on the Arizona are named on the Shrine Room wall. It is the core of every tour here, the shortest being the Pearl Harbor USS Arizona Memorial Tour.

Battleship Missouri Memorial

The Missouri is open daily 8:00 am to 4:00 pm with last admission at 3:00 pm, and most people spend 1 to 2 hours on board. The Japanese surrender was signed on her quarterdeck on September 2, 1945, ending World War II. The ship sits on Ford Island, reached by the free shuttle from the visitor center. She is included in the Arizona and Battleship Missouri Tour.

Pearl Harbor Aviation Museum

The museum opened on December 7, 2006 inside original hangars that still carry damage from the attack, and holds more than 50 aircraft. It is open daily 9 am to 5 pm and reachable only by the free Ford Island shuttle, which leaves the visitor center every 15 to 20 minutes. Allow 2 to 3 hours. Pacific Fleet Submarine Museum and USS Bowfin

The USS Bowfin was launched on December 7, 1942, one year to the day after the attack, and made nine war patrols between 1943 and 1945. She has been open to public tours next to the visitor center since 1981, and you can climb aboard. Plan 1.5 to 2 hours for the submarine, museum and grounds, and note children under 4 cannot board the submarine. The campus is part of the Pearl Harbor Heroes Deluxe Tour.

Punchbowl, the National Memorial Cemetery of the Pacific

Punchbowl sits in an extinct volcano near the center of Honolulu and is open daily 8:00 am to 6:00 pm. Iolani Palace and the Kamehameha Statue

Going to Pearl Harbor Without a Tour

You do not need a tour to visit Pearl Harbor. The visitor center is free, and the figures below come from the operators themselves, the NPS, TheBus and the sites. Bus stops, parking and rideshare are on getting to Pearl Harbor.

Your Options and What They Cost

The drive from Waikiki takes about 45 minutes through Honolulu traffic. Buses run from Waikiki, parking is on site, and taxis and ride-shares must drop at the visitor center, not on Ford Island. Skyline, the light metro, does not reach Waikiki, so it is not a practical option from most hotels.

The Bus and the Parking in Practice

TheBus cash fare is $3.00 with no change given and no transfers on cash. A HOLO card single fare is also $3.00 and includes 2.5 hours of unlimited transfers, with a day cap of $7.50. Routes 20 and 42 serve the memorial, but the westbound Arizona Memorial stop #4322 is closed until further notice, so board and alight at stop #477 at Kamehameha Highway/Kalaloa Street.

If you drive, the visitor center lot costs $7 per day, credit card only, paid through QR codes. The visitor center is open 7 am to 5 pm daily and closed only on Thanksgiving, December 25 and January 1.

So Can You Visit Without a Tour?

Yes. The visitor center, museums and grounds are free to enter with no reservation. The only ticketed part is the USS Arizona Memorial program, which is free apart from the $1 Recreation.gov fee per ticket.

Arrive at least 1 hour before your program and check in at the Ticket Validation Desk 10 minutes before the ticket time. If tickets are gone, a free standby text callback system exists but does not guarantee a seat. What a paid tour adds is the Waikiki pickup, the 45-minute drive and a held Arizona time slot.

The Bag Rule and Storage

Bags, packages or containers that offer concealment and are larger than a small wallet are not allowed. The NPS gives the allowed wallet or clutch size as 1.25 x 2.25 x 5.5 inches on one page and 1.5 x 2.25 x 5.5 inches on another. Clear bags whose contents are readily visible are allowed, but every permitted bag is inspected and tagged as screened.

If you bring a bag anyway, storage near the visitor center entrance costs $7 per bag and $10 for oversized bags and luggage, and one stall covers all the Pearl Harbor sites for the day. Medical bags must be declared to security and screened, so allow extra time. On the Ford Island shuttle to the Missouri or the Aviation Museum, guests may be asked for a government photo ID, and foreign visitors should carry a passport.

Dress, Children and Accessibility

The NPS asks for appropriate dress because this is a place of remembrance, and shirt and shoes are required to board the Arizona Memorial. Comfortable footwear, a hat, sunglasses and reef-safe sunscreen are recommended, and only water is allowed inside the museums, theaters, on Navy vessels and on the memorial. Strollers are not allowed on the Navy boats or the memorial, so bring a baby carrier, and children of all ages are welcome with a Jr. Ranger program available.

The park is ADA compliant with mostly flat paths, Navy boats have wheelchair locks, but wheelchairs are not available for rent at the park. The Bowfin submarine has steep ladders and is not wheelchair accessible, and children under 4 cannot board it.
