How Pearl Harbor Is Laid Out
Pearl Harbor divides into a shore side anyone can drive to, an island in the middle of the harbor, and a string of Honolulu city stops east of it.
The Shore Side at the Visitor Center
Everything walkable sits here. The Pearl Harbor Visitor Center is open 7 am to 5 pm daily except Thanksgiving, December 25 and January 1, and the grounds cost nothing to enter. Its address for GPS is 1 Arizona Memorial Place, because other map entries can route you onto the military base. Two museums and the ticket booths for the other sites stand in the open-air grounds.
The USS Arizona Memorial lies out in the harbor, reachable only by the shuttle boats that run from the visitor center dock. Programs depart every 15 minutes from 8 am to 12 noon and from 1 pm to 3:30 pm, and the NPS program lasts about 45 minutes with 10 to 15 minutes on the memorial itself. The USS Bowfin and the Pacific Fleet Submarine Museum sit dockside beside the visitor center, at 11 Arizona Memorial Drive, open 7 am to 5 pm with last admission at 4:30 pm. Ford Island, in the Middle of the Harbor
Ford Island is a 1.5-mile by 0.75-mile islet in the center of the harbor's East Loch, dredged from 334 to 441 acres by the Navy in the 1930s. It is a secured military base, so visitors without base access use the free shuttle from the visitor center, which leaves every 15 to 20 minutes from 8 am. The loop stops first at the Battleship Missouri Memorial, then the Pearl Harbor Aviation Museum, then returns. The Missouri advises about 30 minutes each way for waiting, boarding and the ride.
On the island, Battleship Row runs along the southeast shore, where seven battleships were moored on December 7, 1941. The Missouri, an 887-foot battleship open 8 am to 4 pm, is docked near the USS Oklahoma Memorial, which remembers 429 crew. The USS Utah Memorial lies on the northwest side of the island, reached only on the NPS Ford Island Bus Tour, which runs Mondays, Wednesdays and Fridays from 3:15 pm to 4:45 pm with 40 seats. The Honolulu City Stops
East of the harbor, downtown Honolulu packs several map points close together. The National Memorial Cemetery of the Pacific at Punchbowl sits in an extinct volcano near the center of the city, open daily 8 am to 6 pm, and roughly midway between the airport and Waikiki. Iolani Palace, completed in 1882, stands across from the King Kamehameha Statue, erected in 1883 in front of Aliiolani Hale. The Hawaii State Capitol opened in 1969 close to the palace.
Waikiki anchors the eastern end of the map and is where most tours start. The drive from Waikiki to the visitor center takes about 45 minutes through Honolulu traffic on H-1 West, exit 15A. The airport sits between the two, about 10 to 15 minutes from the visitor center. Ko Olina, west of Honolulu, is 17 miles from the city and the tours here generally do not pick up there.

The USS Arizona Memorial Tour runs 4 hours for $51 with 6:30, 8:30 and 10:30 departures, so a morning map loop is the shore side and the boat only. Across to Ford Island
Tours that include the Missouri handle the trip to Ford Island for you. The Arizona and Battleship Missouri Tour runs 6 hours at $156 and covers the visitor center, the Arizona and the Missouri. The Small-Group Arizona and Missouri Tour prices the day at $157 for up to 25 guests. On the Missouri itself, plan 1 to 2 hours, and the 35-minute guided tour runs until 3:30 pm.

Back Through Town
City stops close the loop. Punchbowl sits roughly midway between the airport and Waikiki. Iolani Palace and the Kamehameha statue stand across from each other downtown, and the palace suggests 60 to 90 minutes for a tour.
None of the tours here goes inside the palace. From downtown, Waikiki is a short drive, closing a map circuit that runs shore, island, town, beach. A DIY rider heading to the memorial can take TheBus, with the NPS listing stop #477 at Kamehameha Highway and Kalaloa Street for the memorial.
